WILL ANY KIT FIT ANY WATER HEATER AS LONG AS THE GALLON RATING IS THE SAME?
I assume the kit fits either the drain hole or the anode hole,these are not the same size are they.

The Hott Rod kits are designed to fit the anode rod port for 1/2" and 3/4" sizes (found in Atwood and Suburban water heaters).

How do you turn it on and off? Do you have to plug it in everytime or is there a on off controller for it? How much current does it draw? I assume you put the heater rod in where the anode currently is installed on the water tank?

As the unit is packaged, to turn it off or on you would simply unplug it or plug it in. There is a switch kit sold separately (item number 47674). This unit will draw approximately 4 amps (450 watts at 110 volts). The element with this kit installs in place of the anode rod, yes.
