Can the end inserts be turned so that the angle is either up or down if needed for better clearences? Would welding it on the tfame flange either on top or bottom still male it a class II receiver?
Yes, the arms are removable and can be flipped. If the receiver is properly welded, yes in terms of capacity it would be like a Class II receiver but without the ability to tow as this receiver is not rated for towing.

Would I be able to tow a 14' aluminum fishing boat with this?
The trailer has 40 lbs tongue weight, boat and trailer weigh 700 lbs.
Now I have a 34' TT Jayco Eagle Tow vehicle is a 1500HD Chevy, 6L..
I have towed double before when I had a 25ft TT.
This item is not recommended for towing, only for use with bike racks or luggage/carrier platforms.

How do I connect this to the ibeam of the trailer?
Per the instruction manual, this is welded to the frame.
