Does this hose limit the incoming psi to 45 itself or does that have to be done at the air compressor?

To add, 45 psi is much too high for RV water lines. Most MFGs recommend no more than 15 or 20 psi when blowing out lines.

I do not have a quick connect hose for my compressor,. Can I connect an air fitting to the blow out hose?

Quick connect fittings aren't very expensive. I just got some at Lowe's as my compressor doesn't have them either. You will need a female for the compressor hose and a male for the air chuck.
