I need to know the actual size of the trim (my opening is 21 x 16) and the trim pieces currently on it are about an inch short on top and sides.

Does the trim frame hold the unit in place or is it merely decorative?

Screws are provided to mount the trim to the cabinet. The trim frame is also mounted to the sides of the microwave and does help immobilize the unit inside the cutout.

Please clarify size is this the outer measurements or the hole size? Where do we find a microwave to fit these?

Outer measurement. The actual cutout for the microwave is 21-1/2"W x 11-1/2"H

The trim kit specifically fits Dometic microwaves DCMW11B.F and DCMC11B.F (Item#70165). As the trim is mounted directly to the microwave and then mounted in the cabinet, it will not work for just any microwave unit.

This trim kit is available separately in the event the original trim is lost or damaged as the Microwaves do come packaged with the trim kit.
